Provincial regulations and prescribed requirements for waste management often require more expertise and resources than small to medium sized municipalities have available internally. A small, recently amalgamated municipality operating seven (7) waste disposal sites commissioned Cambium staff to complete a detailed evaluation of the municipal waste management operations. Cambium then identified the most effective and efficient practices that could be implemented by the municipality while maintaining regulatory compliance with the Ministry of the Environment requirements.
This study was conducted to provide the municipality with an account of the current waste management system and to evaluate short-term alternatives to managing waste over a five-year planning horizon; considering cost, waste disposal site capacity, increase in waste diversion, and provision of service to the ratepayers; while maintaining perspective for future long-term waste management planning initiatives.
The general scope of work for these sites included regulatory liaison; topographical surveys, contaminant attenuation assessments, annual refuse volume calculations, site operation and development review, water quality sampling and water impact assessments, and preparation of annual status reports.
Cambium was able to summarize the status of each landfill site and the status of waste management operations within the municipality as a whole, which in turn was the basis for the recommendations to refine the future operations and maintain regulatory compliance.
